We are considering the question of increasing the circulation and decreasing the cost of the "Bulletin". To double the number of copies printed would cost only an addition. al $120 a month, and to treble the number, an additional sum of $220 a month.

We hope when Mr. Turner visits the Colory next month to arrange for an improvement in the Pacific Service, which is a Chinese Political Service. We also hope that when d'Aguilar
in takes the Horsey wireless that the Goverment will permit the "Bulletin" to publish it: we should be quite prepared to pay any fee for this right which the Government might consider proper.
We also have under consideration the possibility
of establishing a news-collecting service in South China, We hope, with the assistance of Lord Acheson, to collect news through the B. ▲. T. Agentв at Canton, Wu Chau, Nanning, Swatow, Foochow and Hoihow. This news would be wired at our cost for the "Bulletin", but for a consideration, we may be of the greatest assistance to Reuter's, who at present have no efficient means of collecting news in South China. We shall go into the details of this scheme with Mr. Turner when he comes to Hongkong.
If we could get the Horsey wireless and good local newe, there should be little difficulty in increasing our circulation. The question of printing advertisements in the "Bulletin" will also have to be considered, as this would very much decrease the cost of production. Our object at some future date is to become the sole owner of Reuter's in this Colony. If this could be brought about, the future of the "Bulletin" would be assured, for not only would there by a demand for the paper which would contain all Router's Service, but, in addition, slips would be issued to special subscribers, These slips would be issued each hour between ten and four and would contain the latest telegrams immediately after their receipt in the "Bulletin" Office.
